No FCC License Fees Until Sometime in 2022

SB QST @ ARL $ARLB021
ARLB021 FCC Application Fees Unlikely to Go into Effect Until 2022

ZCZC AG21
QST de W1AW ARRL Bulletin 21 ARLB021
From ARRL Headquarters Newington CT August 17, 2021
To all radio amateurs
SB QST ARL ARLB021
ARLB021 FCC Application Fees Unlikely to Go into Effect Until 2022

The schedule of FCC amateur radio application fees likely will not
go into effect before 2022. FCC staff confirmed during a recent
virtual meeting with Volunteer Examiner Coordinators (VECs) that the
agency is still working on the necessary changes to the Universal
Licensing System (ULS) software and other processes and procedures
that must be in place before it starts collecting fees from amateur
applicants. Earlier this year, the FCC said it would not start
collecting fees from amateur applicants before this Summer. The new
estimate is that the fees won’t go into effect until early next
year.

Once it’s effective, the $35 application fee will apply to new,
modification (upgrade and sequential call sign change), renewal, and
vanity call sign applications. All fees will be per application.
Administrative update applications, such as those to change a
licensee’s name, mailing, or email address, will be exempt from
fees. ARRL VEC manager Maria Somma, AB1FM, said Volunteer Examiner
(VE) teams will not face the burden of collecting the $35 fee.

“Once the FCC application fee takes effect, new and upgrade
applicants will pay the exam session fee to the VE team as usual,
but they’ll pay the $35 application fee directly to the FCC using
the FCC Pay Fees system,” she explained. When the FCC receives the
examination information from the VEC, it will email a link with
payment instructions to each successful candidate who then will have
10 days from the date of the email to pay.

The FCC Pay Fees system can be accessed at,
https://apps2.fcc.gov/Batch_Filer/login.cfm .

After the fee is paid and the FCC has processed an application,
examinees will receive a second email from the FCC with a link to
their official license. The link will be good for 30 days. Licensees
also will be able to view, download, and print official license
copies by logging into their FCC ULS account. The FCC no longer
provides printed licenses.

Licensees can log into the ULS with their 10-digit FRN (FCC
Registration Number) and password at any time to view and manage
their license and application, print their license, and update
anything in their FCC license record, including adding an email
address.

FEE SCHEDULE:

INDIVIDUALS –

$35 FEE: New, modification (upgrade and sequential call sign
change), renewal, and vanity call sign applications. All fees will
be per application.

NO FEE: Administrative updates, such as a change of name, mailing or
email address, or license cancellation.

AMATEUR RADIO CLUBS –

$35 FEE: New, renewal, trustee change, and vanity call sign
applications. All fees will be per application.

NO FEE: Administrative updates, such as a change of name, mailing or
email address, or license cancellation.

5 WDARC September Club Meeting on September 1st at 7pm. Guest speaker will be Pat Nolan, newly elected ARRL Utah Section Manager
6. Tooele Technical College 5k Race on September 18th. 5 volunteers needed

Here’s the details:

The annual West Desert Amateur Radio Club summer picnic on Saturday, August 7th
The picnic will be held at the pavilion across from the golf clubhouse in Stansbury Park, the same location as last year. WDARC is furnishing hot dogs, hamburgers, condiments, water, and lemonade. This event is for families, so bring your whole crew! We are asking families to bring a side dish to share, large enough for 10 people. There will be a hidden transmitter hunt after the dinner.

Repair of the Antenna at the Wendover LDS Church on Tuesday, August 10th
The antenna is mounted on a lamp pole and needs to be replaced. The cheap coax has snapped off the antenna. The project will be to replace the antenna with a J-Pole and run new coax into the building. The lamp pole can be unfastened and tilted over to do the replacement. The manpower is needed to lower the antenna safely and then get it safely back up and secured in place. The plan is to leave Tooele at 8:30am, be in Wendover at 10am, and be done there by noon. Please contact Roland K7OJL at 435-849-1946 or rolandksmith@gmail.com to volunteer.

The Cystic Fibrosis Cycle for Life on August 21st
This annual event is held in Summit County and is a lot of fun. Volunteers are desperately needed to provide communications from the various rest stops / aid stations. All you need is a hand-held radio and we’ll help you get it programmed with the repeaters being used for the event. You can sign up at

The 2021 Gran Fondo Bicycle Race on August 28th
Finally!! A bicycle race in Tooele County! The race starts and ends at the Utah Motorsports Campus. There are three race distances: a 100 mile, a 100 kilometer, and a 50 mile race. The 100 mile course goes out Mormon Trail through Rush Valley, over to Dugway, back over Johnson Canyon, up route 36 to Stockton, across South Ridge to Mormon Trail and back to UMC. Volunteers are needed for ten rest stops, preferably two operators per rest stop. Since this is in our back yard, WDARC has committed to supplying a minimum of 15 amateur radio operators to support the event. Communications will be on the Tooele linked repeater system and a handheld radio will be sufficient for all but one location. A training session will be held in advance. For more information, go to

The program for September will feature the newly elected ARRL Utah Section Manager, Pat Malan N7PAT. He was elected last spring and takes over as Section Manager from Mel Parks who was the Section Manager for the past 22 years. Pat has a great vision for the future of the ARRL in Utah. This will be an important club meeting! The meeting will be an in-person meeting as well as live-streamed on Zoom.

Tooele Technical College 5k Race on September 18th
This is an inaugural fundraising event for Tooele Technical College. They’ve asked WDARC to provide communications during the race. This will be all simplex hand-held radio communications. We will need five volunteers for the race. Sign-up forms will be available in a few weeks.

Please Volunteer! Build Your ARES Skills!!
